Your internet activity has been observed by persons interested in the protection of the public. Periodic monitoring of your internet transmissions has created interest due to traffic volume, content, age of recipients, redirection to other monitored sites, solicitation of minors for interstate travel and/or for other reasons.

What does this message I got from gmail mean?
Depends on whether or not it's true. Without seeing the whole message, I have to say that what does appear sounds like scare tactics, perhaps by someone trying to scam you. That "by persons interested in the protection of the public" is particularly vague, yet threatening.
On the other hand, we don't have the same protections on the Internet that we've come to expect with our mail and telephone conversations, so, depending on the thrust of the rest of the message, you might want to take it seriously.
But I would warn you against clicking on any links in the email that purport to take you to a site that will help you clear your good name. They're likely to ask you for personal information "to help prove your identity." That, I'm most certainly sure of, would be phishing.
Hope that helps.
